Well, if there is someone driving from Tulsa to near you, the cat can hitch a ride in a carrier. I imagine sometimes rescues or shelters might have some sort of networking system.
Then there is the expensive route. The cat is put in a carrier and on a plane and sent to you that way and you pick it up at the airport. Sometimes there are agencies that will do it for free or cheap or underwrite it or donate it or something.
That is no feral kitty. That was someone's cat. That leg was amputated by a vet. Dogs and cats so fine with only three legs. If it was diseased or damaged badly the animal is better without it and they adjust quite well. Don't really miss it. I saw video of a two legged dog running around. No kidding.
